PEACE IN VIETNAM!
Here's what we've
done:
Bought time for
other nations of Southeast Asia. They've now begun to work together
to counter the Communist threat. In South Vietnam itself, a
constitution has been written, free elections have been stepped up,
the South Vietnamese Amy has increased in size, and improved its
equipment, training and performance. Initiated six pauses in the
bombing of North Vietnam since 1965. We have moved to the
negotiating cable hopeful of terminating hostilities.
Here's what we're
going to do:
Stop the bombing of
the North -- taking account of Hanoi's action, and assurances of
prompt good faith negotiations. We’ll only resume bombing if the
Communists show bad faith. Systematically reduce American troops --
turning over to South Vietnam's Army a greater share of the
country's defense. Bring about an internationally supervised
cease-fire, along with withdrawal of all foreign forces from South
Vietnam, including all people in South Vietnam willing to follow the
peaceful promise. Trust Humphrey to further these efforts toward
lasting peace for Vietnam.
LAW AND ORDER
ENFORCED WITH ORDER AND JUSTICE!
Here's what we've
done:
Enacted the Law
Enforcement Assistance Act of 1965, which for the first time
provided Federal help to strengthen state and local law enforcement
agencies. Enacted the Omnibus Crime Control and Safe Streets Act of
1968, which commits the Federal Government to greater support for,
and leadership in, the fight against crime. Indicted a record 1,166
persons on organized crime charges last year, compared to only 19 in
1960 -- the last year of the Republican Administration. Provided
1,000 man increase of the District of Columbia police force where
the Federal Government has direct responsibility.
Here's what we're
going to do:
Assure the safety
and personal security of all citizens, Vigorously enforce the
Federal criminal laws. Provide far greater Federal support to state
and local government, for more better trained, and better paid
Police, with the most advanced equipment. Stop riots. Make a
determined effort to uproot the causes of crime, especially juvenile
crime (which accounts for almost all of the increase in crime). As
Mayor of Minneapolis, Hubert Humphrey received the FBI's top award
for effective municipal law enforcement, Trust Humphrey to get the
job done for America.
MORE JOBS, BETTER
PAY, GOOD PROFITS FOR ALL AMERICANS!
Here's what we've
done:
Proven that sound
policies assure good times. Republicans have proven the
opposite...they managed to give us 3 recessions in 8 years, we have
had 92 months of steady growth; they increased unemployment 3
million; we cut unemployment 2 million; they raised per capita
income $177, we raised it $711 (both in 1968 prices) ; they
increased total corporate profits almost $3 billion, we raised
profits over $26 billion. We could go on and on showing Democratic
prosperity and Republican stagnation or boom and bust.
Here's what we're
going to do:
Continue full
employment and vigorous growth through sound fiscal and monetary
policy. We will have full employment and price stability by
carefully keeping demand in balance with supply, by fighting
monopoly and improving efficiency, by better training for workers,
and by achieving close cooperation between labor, management and the
public to avoid price-wage spirals. Trust Humphrey to keep down
unemployment and keep up production and income.
EXCELLENT
EDUCATION FOR ALL AMERICANS!
Here's what we've
done:
Passed more Federal
aid to education laws in 4 years than in all the preceding years of
the Republic -- 60 in all! These laws have meant a chance in life
through Head Start for over 700,000 pre-schoolers; special help for
9 million disadvantaged children; millions of books for students;
work-study assistance to help 1.4 million young people to go to
college; aid for more than half the nation's colleges and
universities; and research grants to improve education.
Here's what we're
going to do:
Provide access to
quality pre-school education for all children, starting with the 2
million poor children. Support better training and higher salaries
for our teachers. Dramatically expand vocational education
opportunities to bridge school and the world of work. Assure access
to higher education for all, regardless of income, through public
scholarships, long-term loans, work-study programs for middle income
as well as poor families. Share Federal revenues with the states to
ease the rising and heavy burdens of state and local taxes,
especially property taxes. Hubert Humphrey has been an educator and
knows these problems. Trust Humphrey to make these promises good.
THE BEST MEDICAL
CARE FOR ALL AMERICANS!
Here's what we've
done:
Enacted Medicare,
Hubert Humphrey's idea, which protects 20 million older Americans.
In two years of operation, Medicare paid 10.6 million hospital bills
and 45 million medical bills. Passed Medicaid, which helps 8 million
poor. Helped 64,473 students in 217 health-professional schools in
the Student Loan Program. Added 800,000 hospital and nursing home
beds since 1965. Provided care, for 100,000 mothers and babies since
the program started in 1963. Helped provide 250 million
immunizations to protect children against polio, diphtheria,
whooping cough and measles since, Act passed in 1962.
Here's what we're
going to do:
Intensify efforts to
bring the best medical care to every citizen at a price be can
afford. Establish programs to protect Americans against the economic
burdens of catastrophic illness, and new programs for those most in
need -- children, the aged and disabled, the poor, and the mentally
ill. To stem rising costs of medical care, we will increase support
of health-professions schools, encourage greater hospital
efficiency, and provide means through which needed drugs can be
obtained at lower cost, Trust Humphrey to achieve the goal of good
health care for all America.
A LIVING
ENVIRONMENT!
Here's what we've
done:
Since January 1964,
we have authorized 22 historic areas for inclusion in the National
Park Service, adding nearly 800,000 acres to the service. We have
created eight new national seashores and lakeshores and added four
new national parks. We have begun the job of highway and urban
beautification. We have used Federal grants to stimulate an
unprecedented expansion of state and local air and water pollution
control programs.
Here's what we're
going to do:
Intensify the fight
against air and water pollution, Intensify efforts in
desalinization. Continue to expand the national park and seashore
systems. Start a Heritage Riverways Program to save our rivers
through the type of total attack strategy employed in the Model
Cities Program. Instruct the Federal agencies to work to eliminate
pollution and respect environmental values in all the activities
they conduct, support, authorize or finance. Use Federal surplus
lands for recreation and conservation in the cities and in the
countryside. Push forward with urban and highway beautification,
Trust Humphrey to build an America where progress is not at war with
beauty.
BETTER HOUSING
FOR EVERY AMERICAN FAMILY!
Here's what we've
done:
Enacted omnibus
housing acts in 1964, 1965 and 1968. Created the first Department of
Housing and Urban Development in 1965 to coordinate our Federal
housing effort. Started the Model Cities program, which set out the
first rational plan for metropolitan growth. While only 16,000 units
a year of low-income housing were built by the Nixon-Republicans
between 1957 and 1960, 100,000 homes will be built in 1968.
Here's what we're
going to do:
Take action to give
every American family the opportunity to own a decent home in a
decent neighborhood. Ensure a climate where housing is a safe and
desirable investment. Assure a continuous flow of housing capital.
Modernize housing construction and lower costs through Federally
assisted research and technology. During the next 10 years, America
must produce 6 million homes for those who need financial
assistance. And America must produce 20 million homes for those who
can afford housing in the private market. Many of these homes will
be located in "new cities" -- providing an alternative to the
further overcrowding of urban areas. This is the commitment of the
historic Housing and Urban Development Act of 1968. Trust Humphrey
to meet this commitment.
HUMAN RIGHTS FOR
ALL AMERICANS!
Here's what we've
done:
Moved to assure
equal opportunity to all Americans by enacting the most
comprehensive package of legislation in the history of this country
-- the Civil Rights Act of 1964, Economic Opportunity Act of 1964,
the Voting Rights Act of 1965 and the Civil Rights Act of 1968.
These measures have opened job opportunities, eliminated
discrimination in places of public accommodation, provided for the
desegregation of schools and made discrimination in housing illegal.
Our social legislation -- plus eight years of uninterrupted
prosperity -- enabled 12 million Americans to rise above the poverty
line during the last seven years.
Here's what we're
going to do:
Enforce our civil
rights legislation fairly, vigorously and effectively. Seek new
legislation to eliminate discrimination in state as well as Federal
juries, and guarantee the right of equal opportunity in state and
local government employment. Strengthen enforcement of existing
equal employment opportunity laws. We are pledged to secure for all
Americans a new civil right -- the right to be free from poverty.
Hubert H. Humphrey has been at the forefront of the movement toward

A PEACEFUL WORLD!
Here's what we've
done:
Created the Peace
Corps and established the Arms Control and Disarmament Agency --
both Humphrey ideas. Negotiated the Nuclear Test-Ban Treaty to which
95 countries are parties. Negotiated the Nuclear Non-Proliferation
Treaty, which 59 countries have already signed, to make our world
less dangerous. Reduced trade barriers among the U.S. and 37 other
nations through the Kennedy Round. Under Food for Peace --
Humphrey's idea -- distributed enough food around the world to feed
100 million people a year. Under the Alliance for Progress land
distribution program, settled or resettled 3.6 million people in
Latin America on their own land.
Here's what we're
going to do:
Press forward with
negotiations to achieve a de-escalation of the arms race, with
proper safeguards. Support the strengthening of the United Nations
capacity for peacekeeping. Hold annual summit meetings, Continue to
help developing nations in Asia, Africa, and Latin America raise
their standards of living and create conditions in which freedom and
independence can flourish. Emphasize multilateral aid and the
strengthening of private-sector efforts. Build bridges of trade and
cultural exchange to the captive peoples living under Communism.
Trust Humphrey to work for a better, more peaceful world.
MILITARY STRENGTH
TO MEET OUR NEEDS!
Here's what we've
done:
Kept defense forces
strong and streamlined Pentagon management. Humphrey and the
Democratic Party have consistently voted for ample defense
appropriations. We now have a significant lead in military strength
and in all vital areas of military technology over Russia. There is
no doubt of our strategic nuclear capability. For almost a quarter
of a century America's pre-eminent military strength, combined with
our political restraint, has deterred nuclear war. Soviet troops
have never stepped across the border of a NATO country. We faced
down Russia during the Cuban missile crisis. West Berlin remains
free. NATO, our greatest bulwark against Communist aggression,
remains strong. We have held the line in Asia.
Here's what we're
going to do:
Hubert Humphrey has
said, "We must and will maintain a strong and balanced defense
establishment adequate to the task of security and peace. We face
difficult and trying times in Asia and Europe. We have
responsibilities and commitments we cannot escape with honor. We
have friends and allies around the world. We will consult with them
and ask them to accept a fair share of the burdens of peace and
security." Trust Humphrey to keep America strong.
IMPROVED SOCIAL
SECURITY FOR OUR SENIOR CITIZENS!
Here's what we've
done:
Social security
today provides monthly cash benefits for 18.5 million people 62 and
over and helps virtually all of the 20 million people 65 and over to
meet the cost of hospital and doctor bills. The original social
security program, and all but one improvement in it, were proposed
by Democrats -- and most were passed over strong Republican
opposition. In the last three years, we have increased benefits
twice -- raising minimum benefit levels by two-thirds and the
average payment by 23 percent. In 1967, we provided graduated cash
benefits for 65,000 disabled widows and widowers between 50 and 62,
provided additional benefits for 175,000 dependent children, and
cash benefits for 100,000 workers disabled before the age of 31.
Here's what we're
going to do:
Raise social
security benefits by 50 percent across the board and set the minimum
at $100 a month. Make benefits inflation-proof after retirement.
Strengthen the doctor bill part of Medicare, and help finance
prescription drugs under Medicare. Extend Medicare's protection to
the disabled. Renew and expand our programs to help bring
fulfillment and meaning to retirement years. Too many of our senior
citizens have been left behind by the progress they worked so long
to create. Trust Humphrey to provide security for the aged and the
disabled.
PROTECTION FOR
THE AMERICAN CONSUMER!
Here's what we've
done:
Enacted legislation
to provide truth-in-lending, highway and tire safety, wholesome meat
and poultry, child protection, natural gas pipeline safety, and
clinical laboratories improvement for the first time, appointed a
Special Presidential Assistant on Consumer Affairs to assure the
American people a clear and uncompromising voice in the highest
councils of government. Developed and enforced Federal safety
standards for automobiles.
Here's what we're
going to do:
To further
strengthen the consumer's voice in government, establish an
independent Office of Consumer Affairs to represent the interests of
consumers before other agencies of government; provide a focal point
for analyzing consumer grievances and recommending solutions; and
stimulate and support research leading to improved products and
services. Develop an inexpensive and speedy procedure for the
settlement of consumer grievances against manufacturers, sellers and
government. Take action to close gaps in our present efforts to
guarantee the consumer product safety and wholesome foods. Push
forward with a Deceptive Sales Act, Wholesome Fish and Fishery
Products Act, Recreational Boat Safety Act, and Hazardous Radiation
Act. Trust Humphrey to protect the American consumer.
